Niger Coup: ECOWAS Announces New Sanctions Against Individuals, Entities

Wow! It is awesome!

Niger Coup: ECOWAS Announces New Sanctions Against Individuals, Entities

Ahead of the ECOWAS Extraordinary meeting on Thursday in Abuja, President Bola Tinubu In his capacity as the Chairman of the sub-regional body has ordered additional financial sanctions through the Central Bank of Nigeria (CBN) on entities and individuals related to or involved with the military junta in Niger Republic.

Briefing State House correspondents Tuesday on the President’s position after the Expiration of the seven day Ultimatum, Special Adviser to the President on Media and Publicity Ajuri Ngelale said the action is not being taken by an individual President or on behalf of a single nation, Rather, it is being taken by the ECOWAS chairman, who is also the President of Nigeria, based on the consensus resolution of all ECOWAS members and heads of state.

He added that these financial sanctions have been agreed upon by all ECOWAS Member States in response to the military junta in Niger Republic.

Previously, the regional bloc had given the Niger Republic junta seven days to reinstate President Mohamed Bazoum, warning of potential sanctions, including the possibility of military intervention.

However, the coup leaders dismissed the threats and declared their intention to resist any foreign interference.

The coupists have cut off diplomatic ties with Nigeria, Togo, France, and the United States. They have also closed Nigerien airspace indefinitely.

Ajuri said: “The news that Mr. President has directed the acting CBN governor to levy another slate of sanctions against entities and individuals associated with the military junta in Niger public.
“I said that intentionally I didn’t make a mistake, because I was given permission to make that statement and I emphasized that this is not an individual action taken by an individual President on behalf of individual nation.

“This is an action taken yes, by ECOWAS chairman who is the president of Nigeria, but standing on the authority provided by the consensus resolution of all ECOWAS members and heads of state with regard to financial sanctions being levied by ECOWAS Member States against the military junta in Niger Republic.
“There is an authority that we are standing on. It is not Nigerian government authority, it is the authority of the resolution passed in public before now.”

Ngelale also explained that the actions against Niger being coordinated by President Tinubu are not personal as they are under the auspices of the ECOWAS where he is the Chairman of the Authority of Heads of State and Government.

He said: “Concerning the ultimatum given to the military Junta in Niger Republic, the ECOWAS mandate, and ultimatum is not a Nigerian ultimatum. It is not a Nigerian mandate.

Junta in Niger Republic, the ECOWAS mandate, and ultimatum is not a Nigerian ultimatum. It is not a Nigerian mandate.

“And the office of His Excellency, President Bola Ahmed Tinubu, also serving as the chairman of ECOWAS, seeks to emphasize this point, that due to certain domestic and international media coverage, tending toward a personalization of the ECOWAS sub-regional position to his person and to our nation individually.

“It is because of this that Mr. President has deemed it necessary to state unequivocally that the mandate and ultimatum by issued ECOWAS is that of ECOWAS’ position.

“While His Excellency, President Bola Ahmed Tinubu has assumed the ECOWAS chairmanship, the position of ECOWAS conveys the consensus position of member heads of state. And a coup will not occur in one’s backyard, without one be particularly aware of it.

“The president in recent days, particularly following the expiration of the ultimatum given by ECOWAS has widened consultations internationally but most especially domestically, including interfaces with state governors in Nigeria, who govern states bordering Niger public on the various fallouts and outcomes of the unfortunate situation that has unfolded in Niger Republic.

“But President Bola Ahmed Tinubu, wishes to emphasize to this distinguished audience that the response of ECOWAS to the military coup in Niger has been and will remain devoid of ethnic and religious sentiments and considerations.

“The regional bloc is made up of all sub-regional ethnic groups, religious groups, and all other forms of human diversity. And the response of ECOWAS, therefore, represents all of these groups, and not any of these groups individually.”

He says the extraordinary summit of ECOWAS on Thursday will result in significant decisions regarding the situation in Niger Republic.

No Headway As US Envoy Meets Niger Coup Leaders

The UN Secretary-General's representative for West Africa and the Sahel, Leonardo Santos Simao, was also in Abuja for talks on the crisis.

The second-ranking US diplomat met Niger’s military leaders on Monday to press to reverse a coup but reported no headway a day after an ultimatum from the West African bloc ECOWAS was ignored.

Victoria Nuland, a veteran envoy and acting deputy secretary of state, said she met for more than two hours with military chiefs who ousted democratically elected Western ally Mohamed Bazoum on July 26.

Nuland’s trip, conducted in secrecy until she left, came after the expiration of a deadline set by ECOWAS to reinstate Bazoum by midnight (2300 GMT) on Sunday or risk military intervention.

The 15-nation bloc is reconvening for its own diplomatic push on the crisis with a summit Thursday in Nigerian capital Abuja.

A source close to ECOWAS said an immediate military intervention to restore Bazoum was not envisaged at this stage, adding that the path to dialogue still appeared open.

Speaking to reporters before her departure, Nuland described her talks as “extremely frank and at times quite difficult”.

She said she offered the coup leaders “a number of options” to exit the crisis and restore the relationship with the United States, which like other Western nations has suspended aid.

“I would not say that we were in any way taken up on that offer,” she said.

She added that the coup leaders did not respond to her requests to meet Niger’s self-proclaimed new leader, General Abdourahamane Tiani, or the detained elected president, Mohamed Bazoum, although US officials have been in touch with Bazoum by telephone.

Nuland said she met Brigadier General Moussa Salaou Barmou, who has been named the new military chief of staff and who has worked closely in the past with the United States, which along with former colonial power France has based anti-jihadist operations in the Sahel out of Niger.

Nuland said she warned Niger against following neighbouring Mali in bringing in Russia’s Wagner mercenaries.

“The people who have taken this action here understand very well the risks to their sovereignty when Wagner is invited in,” said Nuland, who is known for her hawkish stance on Russia.

– Diplomacy ‘Preferred’ –

US Secretary of State Antony Blinken stressed on Monday the need for the international community to find a diplomatic route out of the coup.

“Diplomacy is certainly the preferred way of resolving this situation,” he told French Radio RFI.

“It is ECOWAS’ current approach. It is our approach.”

Niger’s neighbours have strongly rejected the possibility of a regional military intervention.

Mali said it and Burkina Faso — which have both been suspended from ECOWAS over their own military coups — were sending a joint official delegation to Niamey to show “solidarity (with) the people of Niger”.

They have said military intervention would be tantamount to a declaration of war.

Algeria, which shares a long land border with Niger, has also cautioned against a military solution, which President Abdelmadjid Tebboune said would be “a direct threat” to his North African country.

Senators in regional heavyweight Nigeria urged everyone to focus on the “political and diplomatic option”.

– More Envoys Coming –

Just before the ultimatum expired on Sunday, Niger’s military rulers closed the Sahel country’s airspace and warned any attempt to enter it would meet with an “energetic and immediate response”.

They said there had been a “pre-deployment in preparation for intervention” made by two Central African countries, without naming them, and warned: “Any state involved will be considered co-belligerent.”

But Niger’s military rulers also urged an ECOWAS delegation to return for talks, Prime Minister Ouhoumoudou Mahamadou told French broadcaster TV5 Monde Monday, after an abortive first attempt.

Mahamadou said in his interview that Bazoum — held with his wife and son — was enduring deteriorating conditions.

“The junta have asked the ECOWAS delegation to return” and its members “will be in Niamey probably today (Monday) or tomorrow”, Mahamadou said.

An ECOWAS delegation arrived in the capital Niamey last Thursday but did not stay overnight as scheduled. It did not meet either Bazoum or Tiani.

The UN Secretary-General’s representative for West Africa and the Sahel, Leonardo Santos Simao, was also in Abuja for talks on the crisis.

France, with which Niger’s new rulers have broken military ties, said it would “firmly” back whatever course of action ECOWAS took after the deadline expired.

On Monday, the military leaders appointed former finance minister Ali Mahaman Lamine Zeine as the new prime minister and Habibou Assoumane as the new commander of the presidential guard.

Niger’s coup is the latest of several in Africa’s Sahel belt since 2020.

Niger has been critical to Western strategies to combat jihadist insurgencies that have plagued the Sahel since 2012, with France and the United States stationing around 1,500 and 1,000 troops in the country respectively.

West African bloc ECOWAS said its leaders would meet on Thursday on the crisis in Niger, whose military rulers have defied its ultimatum to cede power or face possible military action.

“ECOWAS heads of state (will) hold another extraordinary summit on the political situation in the Republic of Niger,” the 15-member bloc said in its first official reaction after Niger ignored Sunday’s deadline to reinstate democratically elected President Mohamed Bazoum.

The summit is to be held in Abuja, Nigeria, whose president Bola Tinubu is the current ECOWAS chairman.

Earlier on Monday, an ECOWAS source said West African nations were not envisaging an immediate military intervention at this stage.

Italy and Germany called for a diplomatic solution in the troubled Sahel nation.

Neighbouring Mali said it and Burkina Faso — which have both been suspended from ECOWAS over their own military coups — were sending a joint official delegation to Niamey to show “solidarity (with) the people of Niger”.

They have said military intervention would be tantamount to a declaration of war.

Nigeria Target ‘Transformational’ Win Over England At World Cup

Wow! It is awesome!

Nigeria Target ‘Transformational’ Win Over England At World Cup

A draw with the Republic of Ireland ensured that the Falcons qualified for the last 16 at the expense of Canada and set up a clash with strongly-fancied England in Brisbane.

Nigeria coach Randy Waldrum believes knocking European champions England out of the Women’s World Cup would be “transformational” for the sport in the country as the sides prepare to meet in the last 16 on Monday.

The Super Falcons have appeared at every Women’s World Cup going back to the inaugural edition in 1991 but their build-up to this year’s tournament was overshadowed by a row with their national federation over bonuses.

They had even threatened to boycott their opening game but put that behind them to draw with Olympic champions Canada and then beat co-hosts Australia.

A draw with the Republic of Ireland then ensured that they qualified for the last 16 at the expense of Canada and set up a clash with strongly-fancied England in Brisbane.

“It would be a huge win, obviously,” Waldrum said Sunday when asked about what knocking out England would signify.

“Already with what we have accomplished Nigeria is buzzing again, from what I understand.

“I don’t think people expected us to get out of the group and to get the results we have got, so I think it has already been a big success.

“But obviously if you can not only beat the Olympic gold medallists but turn around and beat the European champions then it would be something extremely special back home for all the people in Nigeria, and more importantly for this squad, for what they have worked so hard to do.

“So it certainly could be transformational in a lot of different ways.”

‘So many weapons’

It is the third time that Nigeria have made it out of their group at the World Cup but they have never won a knockout tie.

Waldrum confirmed that star striker Asisat Oshoala is “fit and healthy” and said fellow forward Desire Oparanozie could feature for the first time since picking up an injury before the tournament.

He also said he was preparing his team to face an England side with, or without, Keira Walsh after the star midfielder missed the Lionesses’ last group game with a knee injury.

Walsh trained with the squad on Sunday for the first time since being stretchered off in England’s 1-0 win over Denmark in their second group game.

But England coach Sarina Wiegman could opt to stick with the three-woman defence which helped them outclass China 6-1 without Walsh, or revert to a back four.

“We have to prepare for both,” Waldrum said of the different tactical possibilities.

“As a coach I would expect her to go with a back three because they played ever so well in the last match with that and I don’t know why she would change.”

Of Walsh, he added: “Obviously she is a key player in their midfield for them.”

“But England also has so many weapons. You go down the list and you look at their players and all of them play in a high-profile setting so there are certainly more that can do damage to us than just her.

“They have given us a lot of challenges to prepare for and that will be just another one if she comes in.”

Nigeria Customs Service Set To Deploy Strategies To Enforce Border Closures

aitlive - Nigeria Customs Service

In compliance with the Economic Community of West African States, ECOWAS resolutions over the recent coup in the Niger Republic, the Federal Government has directed the immediate closure of the Nigeria/Niger borders, restricting all inbound and outbound cargoes in and out of Nigeria.

The Acting Comptroller-General of the Nigeria Customs Service, Bashir Adewale, who announced in Katsina during his visit to the Jibiya border, assured that the Nigeria Customs Service, NCS will ensure effective manning of all illegal routes into the country.

Since the military coup in the Niger Republic on July 26, entry and exit points in the country, especially towns that border the country, have become prone to illegal immigrants, as a result of the development.

To restrict any imminent breakdown of law and order, and any possible spillover effect of the political instability, the ECOWAS, among many sanctions handed down to the country, has closed all land borders.

Katsina has two major land borders, Jibiya and Kongolam with the Niger Republic, apart from other illegal routes that the Federal Government has ordered to be closed.

To enforce the order, the Acting Comptroller-General of Customs, Bashir Adewale, while at the Jibiya Border Area in Katsina State, restated the commitment of the NCS to ensure total compliance with the order.

He added that even though Nigeria is a champion of economic integration in West Africa, the safety and unity of the country are non-negotiable.

The Customs Boss later had an interactive session with stakeholders, as they promised to obey every order by the Federal government and see to the peaceful coexistence of the nation.

As of the time of this report, many trucks and other vehicles conveying goods into the country via the Jibiya border are stranded, since the order came into force.
